The following petition is imperfectly transcribed and will be corrected at a later date:

A Petition of Citizens of Logan County praying for the appropriation of money to clear out the obstruction in the navigation of the Guyandotte River (July 17, 1848)

Petition to the Senate and House of Representatives of the Virginia Legislature by the “citizens of the County of Logan” who “represent to your body that they live in a County of Boundless resources of wealth, with a soil adapted to the growth and culture of all most all the substantial ___ of Life. The Indian corn, Rye, oats, Tobacco, hemp, Flax, potatoes, cabbages, carrots, pumpkins are grown as well perhaps in this county as any other region in the commonwealth whilst there is no county can exceed it on firsts: Particularly Peaches by planting on the North Hill Sides they never fail to yield their fruits and the peaches often measure from 2 1/2 to 3 inches in diameter, it is believed also that the ___ would grow well and by proper and well directed enterprize and industry ___ may yet be made in our County to gladden the Hearts of the Citizens and strangers. That your Humble body may have some Idea of the Rich character of our County. They respectfully State as cattle can be gotten of the county, better than almost anything else, in which they could spend their capital or employ their time, that many cattle are annually raisen and drove from the County. That these vast herds of cattle live through the winter without being far from the Produce of the farm with the exception of a few days of Heavy snow and __ rains from the rich character of our hills fine grapes will soon upon them it is believed that no portion of the world would be better adapted to the growing of sheep as not much attention hath yet been paid to the growing of sheep there is no fine Breeds in the county yet our sheep are large and very thrifty. There is perhaps no county that can boast of finer growth of timber which now is and must continue to be in great demand upon the Ohio river and we have no doubt our County abounds with valuable minerals of many descriptions. There is every portion of in the county Rich and deep veins of Bituminous coal and several Banks of the Canal Coal have been found and doubtless the county is filled with it, this Coal above if it could be gotten to market would bring in a great resource of wealth.”

“Yet all of these vast resources are locked and remain valueless for the want of outlet or the means of getting them to market and the necessaries of Life brought to the county for Sale owing to the obstruction of the navigation of the Guyandotte river, and taxed something like one cent on the Pound, this on ___ coffee, nails, Tobacco &c, operates verry __ the Guyandotte River is here. Great chance of communication–the articles of salt may be brought across the county from Kanawha But almost everything else must and __ be Brought up the river and there is no other Possible __ of getting out with our lumber and coal and wool and other products.”

The petition hopes the “Honorable Body” will “appropriate a sufficient sum of money together with what may be raised By individuals to remove the obstructions of the navigation of said river By the ___ upheavals and the Flat Boat and Rafts Downwards at the proper stages of the tide.”

From “Hardesty’s History of Lincoln County, West Virginia,” published by H.H. Hardesty, we find this entry for George Thomas Holton, who resided at Fourteen in Lincoln County, West Virginia:

Was born in Cabell county, (now) West Virginia, February 11, 1847, and came to Lincoln county in 1872. His parents, James and Margaret (Cooper) Holton, were here when the county was organized. In Lincoln county, December 23, 1878, the Rev. W.A. Snodgrass united in marriage George Thomas Holton and Yantus Elkins. She was born in Logan county, West Virginia, June 16, 1860, and her parents, Andrew and Elizabeth (Elkins) Elkins, were residents of Lincoln county at the time of its organization. Mr. and Mrs. Holton have been blessed with two children: Minnie, born October 26, 1879, died August 29, 1882; Lenville Marion, born July 22, 1881. George Thomas Holton is a school teacher and a farmer in Hart Creek district, and receives his mail at Fourteen, Lincoln county, West Virginia.

Between 1879 and 1910, the following men served as justices of the peace in the Harts Creek community. The primary source for this material is “Commissioner’s Record of Destroyed Title Papers 2,” which is located at the Lincoln County Clerk’s Office in Hamlin, WV. Material is arranged based on the person’s name as given in the deed, the date of the deed, and the date of the deed’s acknowledgment by a JP. I have also found JPs listed in Deed Book 50, 51, 52, 54, 55, 56, and 60. Deed Book “S” at the Logan County Clerk’s Office as well as numerous records in the Logan County Circuit Clerk’s Office have also provided information. Emily (Fry) Lucas was born on January 2, 1832 to John and Catherine (Snodgrass) Fry at the mouth of Green Shoal Creek in what is now Lincoln County, West Virginia but was then Logan County, Virginia. She married her first cousin, William R. Lucas, a son of John Lucas, who lived at nearby Big Creek. William and Emily made their home on Fourteen Mile Creek in Lincoln County. She died on June 7, 1910. I located her obituary many years ago in microfilm stored at the Hamlin-Lincoln County Public Library. Elder John Gartin penned her obituary, printed by the Lincoln Republican on June 20, 1910.

Our beloved sister, Emily Lucas, wife of W.R. Lucas, Sr., and mother of Jefferson Lucas, who is well known in this county, departed this life June 7th., at the age of almost 80 years. Mrs. Lucas united with the Church July 4th, 1883, and lived faithfully her duty for almost 27 years. Funeral services were conducted by Eld. John Gartin, assisted by Eld. Andrew Elkins and Elder Grover Gartin. She leaves 5 children and many friends to mourn their loss and we extend our heart-felt sympathy to the bereaved ones.

Emily was my great-great-great-grandmother.

By that time, according to land records, Al Brumfield was the chief businessman in Harts. In 1890, he bought 150 acres of property, including a 100-acre tract from John W. Runyon valued at 188 dollars. (For some reason, deed records imply that Hollena bought it from John Dingess and not Runyon for $525 on August 7, 1891.) The following year, he bought 272 acres on Frances Creek, probably for timbering, and improved the value of a building on his land to 200 dollars (likely a home, store or sawmill). In 1892, his recently widowed mother deeded him 100 acres on Guyan River. That same year, he bought 50 acres on Fourteen Mile Creek (presumably for timbering) and improved the value of his building to 500 dollars. In June, he acquired the old 330-acre Toney farm at the mouth of Harts Creek. He bought out all of the heirs (including his mother), then paid Bill Fowler and Isaac Adkins $1550. Thereafter, he spent three years building that beautiful white home I saw on my first trip to Harts with Lawrence Haley in 1991.

By the early 1890s, the local timber industry was in full swing. “Considerable poplar timber has been cut out of Lincoln county for the last twenty years, and all the walnut that ever was, but there still remain magnificent tracts of tens of thousands of acres of timber which have never been touched by the woodman’s axe,” according to The Mountain State: A Description of the Natural Resources of West Virginia (1893). “Fully one-half the county is yet covered with magnificent oak forests, and the greater portion of this with poplar also. There is also much ash, beech, some chestnut, a little pine, and some other timber, all of which may be easily gotten to market by means of the Guyandotte. Little timber has ever been sawed at home, it being cheaper to float the logs out and saw them closer to market. Even staves are taken out in this way, not being sawed or split till they have reached a railroad point. The northern portion of the county has been cleared and settled to a greater extent than the southern [Harts], where the greater part of the timber that is still standing is to be found.”

Cashing in on the timber boom was Al Brumfield. In the mid-1890s, however, Brumfield and his capitalistic ventures suffered a minor setback: at that time, the traditional post offices were discontinued and relocated in the backcountry away from the Guyandotte River. (Harts was discontinued in 1891 and Warren in 1894.) For a brief time, Harts residents were left with a Fourteen address, named after nearby Fourteen Mile Creek. Andrew Elkins, an old Confederate veteran, served as postmaster there from 1880 until 1898. But there was hope for Brumfield and Harts: there was talk of a railroad coming to the Guyandotte Valley, scheduled to pass smack dab through town, connecting Logan County with Cabell County towns near the Ohio River.

By 1899, Brumfield owned nine tracts of land totaling 714.5 acres worth $2,774. On his property were three buildings valued at $150, $150 and $750 — all of these figures not including the money he was making from his log boom, store, saloon, ferry, gristmill, and orchard. The next year, in 1900, he re-established the Harts Post Office and, within a few years, the local economy shifted back to the banks of the Guyan. It was a prosperous time: timber was in its hey-day and the railroad was on its way. “Allen, son of the late Paris Brumfield, who has a big lot of property at and near the mouth of Hart’s creek, says times have been good,” according to The Cabell Record of July 26, 1900. “He has a pretty home and one of the finest store-houses along the river.” Later in October, The Record reported: “Times were never in better shape along the river. Timbermen are active and saw mills are busy. The farmers are doing well, and the new railroad is giving employment to many.”
